Passage of Ordinance amending Title 10, Chapter 188 of the Minneapolis Code of Ordinances relating to Food Code: Administration and Licensing, amending regulations related to license class definitions and allowable entertainment.

Passage of Resolution approving the sale of the property at 4901 Vincent Ave N, (Disposition Parcel No. MH-98), to Harvest Management Group, LLC (as developer for an identified Eligible Borrower) for $16,400, subject to conditions.

Approving the award of up to $20,000 in Homebuyer Incentive funds to an eligible borrower as defined in the Minneapolis Homes: Build or Rehab program manual.

Authorizing related agreements with the selected eligible borrower or affiliated entities.

Approving appropriation of program income generated through the Department of Housing and Urban Development's (HUD) HOME program of $692,895.28.

Approving appropriation of program income generated through HUD's Neighborhood Stabilization Program (NSP) 3 of $36,106.19.

Passage of Resolution approving appropriation of funds to the Community Planning & Economic Development (CPED) Department.

Approving up to $299,212 of Fiscal Year 2018 Emergency Solutions Grant funds for Harbor Light Center, located on Currie Ave, by the Salvation Army or an affiliated entity.

Approving up to $99,438 of Fiscal Year 2018 Emergency Solutions Grant funds for essential services, to support the expansion of services to pregnant and parenting youth experiencing homelessness.

Passage of Resolution delegating authority to authorize and execute Participation Agreements for the Minneapolis 4d Affordable Housing Incentive Program and adopting form documents.

Authorizing the Minneapolis 4d Affordable Housing Incentive Program.

Passage of Ordinance amending Title 16, Chapter 423 of the Minneapolis Code of Ordinances relating to Planning and Development: Small and Underutilized Business Enterprise Program, updating procedures for administration and amending the sunset date of the Small and Underutilized Business Enterprise Program.

Directing the City Attorney’s Office to analyze whether the term “minority” within the Small and Underutilized Business Enterprise Program (SUBP) ordinance, as well as its use city-wide, could be replaced with more positive terminology, and return with the results of the analysis to the Nov 5, 2018, PECE Committee meeting.

Passage of Resolution establishing the Southside Green Zone Council.

Directing the Office of Sustainability to issue a Request for Applications (RFA) for the $75,000 City allocation designated to support the Southside Green Zone to secure a grant administrator, and enter into a contract with the selected entity no later than Nov 28, 2018. A review committee comprised of City staff, Mayor and City Council representatives, and previously appointed Southside Green Zone Task Force members will help select the entity based on the following criteria: Applicant demonstrates Environmental Justice is their primary line of work; and applicant shows a significant history of grassroots organizing on Environmental Justice issues.

The grant administrator, with guidance from the City and the newly established Southside Green Zone Council, will help to issue payments to contractors, staff, and/or partner agencies to: review and strengthen the Southside Green Zone work plan prior to City Council approval; facilitate and support the Green Zone Council full meetings and subcommittees; establish partnerships to provide skill-building trainings to the Green Zone Council members and the community; help create and implement a fundraising plan with the Southside Green Zone Council; organize with variety of stakeholders to engage residents and groups to strengthen the reach and visibility of the Green Zone; and ensure the full advancement and successful implementation of the Southside Green Zone work plan and community vision.

Accepting funding from the Minnesota Board of Firefighter Training and Education (MBFTE) under the Round 11 training reimbursement program in the amount of $86,715, awarded for MBFTE approved training conducted between July 1, 2018 - June 30, 2019.

Passage of Resolution approving appropriation to the Fire Department.

Passage of Resolution accepting a gift in the amount of $150,000 from the Pohlad Family Foundation for project management services to support the navigation center.

Authorizing a contract with Margaret King, in the amount of $150,000, for project management services related to the navigation center project at 2109 Cedar Ave.

Passage of Resolution appropriating funds to City Coordinator's Department.

Accepting a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, in the amount of $1,025,000, for Year 3 funding of the Resiliency in Communities After Stress and Trauma program.

Authorizing an agreement with the Department of Health and Human Services; Substance Abuse and Mental Health Services Administration for the grant.

Passage of Resolution approving appropriation of funds to the City Coordinator’s Office and the Health Department.

Passage of Resolution accepting a grant from the State of Minnesota, in the amount of $1,029,000, for the Pioneers and Soldiers Fence Rehabilitation Project (Phase V), and authorizing grant documents with the State of Minnesota through its Department of Employment and Economic Development (DEED).

Authorizing an increase to Contract No. C-36538 with Miller Dunwiddie Architecture, in the amount of $55,000 for a new total of $131,400, for consulting services and reimbursable expenses for the final phases of the Pioneer and Soldiers Cemetery Fence Project.

Passage of Resolution appropriating funds to the Finance & Property Services Department. 

Authorizing an increase to Contract No. C- 43582 with Pie Consulting and Engineering in the amount $61,800, for a new not-to-exceed total of $302,250 for building enclosure commissioning services for the new Public Service Building project.

Passage of Resolution appropriating an additional $61,800 to the Capital Project Fund and declaring the City Council’s official intent to reimburse these expenditures with proceeds from tax-exempt bonds.

Authorizing an increase to Contract No. C-43333 with Carleton Companies Inc. in the not-to-exceed amount of $91,885, for a new total not-to-exceed amount of $1,241,885, for addional costs associated with the demolition of the existing 501 4th Ave S structure for the Public Service Building Project. 

Passage of Resolution appropriating an additional $91,885 to the Capital Project Fund and declaring the City Council’s official intent to reimburse these expenditures with proceeds from tax-exempt bonds.

Authorizing a  multi-year contract with Professional Services Industries, Inc. in an amount not-to-exceed $ 304,355, for construction testing and inspection services for the Public Service Building project.

Passage of Resolution appropriating an additional $ 304,355 to the Capital Project Fund and declaring the City Council’s official intent to reimburse these expenditures with proceeds from tax-exempt bonds.

Authorizing an increase to the contract with Kevitt Companies in the amount of $691,000, for a new not-to-exceed amount of $4,090,000, for additional costs associated with the amended construction schedule for the Public Service Building project.  

Passage of Resolution appropriating an additional $691,000 to the Capital Project Fund and declaring the City Council’s official intent to reimburse these expenditures with proceeds from tax-exempt bonds.

Authorizing an increase to Contract No. C-43247 with MA Mortenson in an amount not-to-exceed $2,324,237, for a new total amount not-to-exceed $17,501,113, for reimbursement of costs associated with a twenty-seven (27) month construction schedule and the advised alternate contracting approach for the Public Service Building project.

Passage of Resolution appropriating an additional $2,324,237 to the Capital Project Fund and declaring the City Council’s official intent to reimburse these expenditures with proceeds from tax-exempt bonds.
