  1. 2 Legal settlement: Claim of Pajdas Thao (2020-00143)

    Approving the settlement of the claim of Pajdas Thao by payment of $3,000 to Pajdas Thao and her attorneys, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement. 

  2. 3 Legal settlement: Workers' Compensation claim of Milagros Ramos (2020-00145)

    Approving the settlement of the Workers' Compensation claim of Milagros Ramos, by payment of $110,000 to Mr. Ramos and his attorneys, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement. 

  3. 4 Amicus status in lawsuits challenging federal administration immigration-related policies (2020-00144)

    Authorizing the City Attorney to join as an amicus during calendar year 2020 in such lawsuits that challenge the federal administration's immigration-related policies, subject to the condition that the position of amici is consistent with City policy on immigration-related matters.

  4. 5 Contract amendment with Morcon Construction, Inc. for Minneapolis Convention Center Plaza Renovation Project (2020-00085)

    Authorizing an increase to Contract No. COM0000653 with Morcon Construction, Inc., in the amount of $286,380.79 for a total amount not to exceed $3,116,055.79, for additional work completed on the Minneapolis Convention Center Plaza Renovation Project through Dec 31, 2019.

  5. 6 Revisions to Minneapolis Convention Center Permit for Occupancy form contract (2020-00146)

    Authorizing revisions to the Minneapolis Convention Center (MCC) Permit for Occupancy form contract used as a rental license for the use of the Convention Center by clients, and authorizing the Executive Director of the MCC to execute the form contract, or a revised form contract as negotiated by clients and the MCC, to attract meetings and bring revenue to the MCC.

  6. 7 4th Quarter 2019 Donation Report (2020-00147)

    Passage of Resolution accepting 4th Quarter 2019 donations made to the City of Minneapolis valued under $15,000.

  7. 8 Gift acceptance from Comcast NBC Universal, CenterPoint Energy, Allina Health, Blue Cross Blue Shield of Minnesota, SPIN, Lyft-Nice Ride, and LIME for the Community Connections Conference to be held Feb 1, 2020 (2020-00148)

    Passage of Resolution accepting donations from Comcast NBC Universal, CenterPoint Energy, Allina Health, Blue Cross Blue Shield of Minnesota, SPIN, Lyft-Nice Ride, and LIME for the Community Connections Conference to be held Feb 1, 2020.

  8. 9 2020 Non-represented employee salary schedule (2020-00113)

    Approving an increase to the salary and wage schedules, including longevity, by 2.35% for all classified jobs in the Non-represented group effective Feb 2, 2020, and authorizing step progression, subject to satisfactory or better performance. 

  9. 10 2020 Politically Appointed employee salary schedule (2020-00127)

    Approving an increase to the salary and wage schedules, including longevity, by 2.35% for all classified jobs in the Politically Appointed group effective Feb 2, 2020, and authorizing step progression, subject to satisfactory or better performance.

  10. 11 Collective bargaining agreement: Professional Employees Unit, 2020 through 2022 (2020-00118)
    1. Approving a collective bargaining agreement with Minneapolis Professional Employees Association, Professional Employees Unit, for the period Jan 1, 2020, through Dec 31, 2022.

    2. Approving the Executive Summary of the agreement.

    3. Authorizing a collective bargaining agreement consistent with the terms of the Executive Summary. 

    4. Authorizing the Labor Relations Director to implement the terms and conditions of the collective bargaining agreement. 

  11. 12 Contract amendment with Right Away Construction Corporation for emergency and non-emergency board-up services for securing vacant and open buildings (2020-00089)

    Authorizing an increase to contract C-43810 with Right Away Construction Corporation, in the amount of $150,000.00 for a total amount not to exceed $350,000.00, for emergency and non-emergency board-up services for securing vacant and open buildings, through June 30, 2020.

  12. 13 Grant applications to Minnesota Department of Employment and Economic Development's (DEED's) Redevelopment Grant Program (2020-00095)
    1. Passage of Resolution authorizing submittal of grant applications to the Minnesota Department of Employment and Economic Development's (DEED's) Redevelopment Grant Program for funding for the following projects:  Hiawatha Silos Adaptive Reuse Project, 3333 41st St E; Lake Street Housing -- Phase 2, 510 W Lake St, 2946 and 2948 Harriett Ave; Leef South Lot a/k/a Currie and Irving, 190, 194, 196 and 198 James Ave N, 187,191,195 and 199 Irving Ave N; and Northrup King Campus, 1500 Jackson St NE.

    2. Approving a waiver of affordability requirements for Lake Street Housing - Phase 2 due to blended affordability with Phase 3 exceeding the requirement.

  13. 14 Grant application to the State of Minnesota to establish pollinator habitat (2020-00133)

    Authorizing the submittal of a grant application to the State of Minnesota for the Lawns to Legumes Demonstration Neighborhood Grants Program, in the amount of $40,000, for the period June 1, 2020 to Dec 31, 2020, to establish residential pollinator habitat within neighborhoods in important pollinator corridors/pathways in Minneapolis.

  14. 15 Minnesota Department of Public Safety, Office of Justice Programs grant for youth intervention program (2020-00136)
    1. Accepting a grant from the Minnesota Department of Public Safety, Office of Justice Programs in the amount of $90,000, for Inspiring Youth, the Health Department's early-intervention program for young people at risk of involvement with violence, for the period Jan 1, 2020 to Dec 31, 2021.

    2. Authorizing an agreement with the Minnesota Department of Public Safety for the grant.

  15. 16 Mississippi Watershed Management Organization grant for erosion and sediment control enforcement (2020-00132)
    1. Accepting a grant from the Mississippi Watershed Management Organization,  in the amount of $19,200, to hire interns to assist in erosion and sediment control enforcement for the period of Jan 1, 2020 through Dec 15, 2020.

    2. Authorizing an agreement with the Mississippi Watershed Management Organization for the grant.

    3. Passage of a Resolution approving appropriation of funds to the Health Department.

  16. 17 Robert Wood Johnson Foundation/Public Health Accreditation Board grant for Cross Sector Innovation Initiative (2020-00131)
    1. Accepting a grant from the Robert Wood Johnson Foundation/Public Health Accreditation Board, in the amount of $150,000, for the Cross-Sector Innovation Initiative (CSII) for a two year period from Jan 1, 2020 to Dec 31, 2021.

    2. Authorizing an agreement with the Robert Wood Johnson Foundation/Public Health Accreditation Board for the grant.

    3. Passage of Resolution approving appropriation of funds to the Health Department.

  17. 18 Contract amendment with CornerHouse - Interagency Child Abuse Evaluation Center for forensic interview services (2020-00106)

    Authorizing an increase to contract C-41938 with CornerHouse - Interagency Child Abuse Evaluation Center, in the amount of $395,494 for a total amount not to exceed $920,874, and an extension through Dec 31, 2021, for forensic interview services.

  18. 19 Contract with Dakota County Technical College for emergency/non-emergency vehicle training for police officers (2020-00107)

    Authorizing a contract with Dakota County Technical College, in the amount of $350,000 for three years, with an option for two one-year extensions (at approximately $115,000 per year), for emergency/non-emergency vehicle training for police officers.

  19. 20 Contract amendment with Hennepin County Sheriff's Office for pre-trial detention fees (2020-00108)

    Authorizing an extension to contract C-39559 with Hennepin County, on behalf of the Hennepin County Sheriff's Office, through Dec 31, 2021, for payment of fees for pre-trial detention at the Hennepin County Public Safety Facility (PSF).

  20. 21 Release of Liability, Hold Harmless & Defense, and Indemnification agreement with Hennepin County for maintenance responsibilities of Workforce Director system (2020-00119)

    Authorizing the Police Department to enter into a Release of Liability, Hold Harmless & Defense, and Indemnification agreement with Hennepin County to explore assumption of all such ongoing maintenance responsibilities to keep the Workforce Director system functioning properly.

  21. 22 Southwest Windom Residential Street Reconstruction: Project approval, assessment, and areaway abandonment (2020-00097)
    1. Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $746,793 for the Southwest Windom Residential Street Reconstruction Project No. 2307 (PV131).

    2. Passage of Resolution requesting the Board of Estimate and Taxation authorize the City's issuance and the sale of assessment bonds in the amount of $746,795 for the Southwest Windom Residential Street Reconstruction Project.

    3. Passage of Resolution ordering the abandonment and removal of areaways located in the public right-of-way in conflict with the project.

  22. 23 Contract amendment with Meyer Contracting, Inc. for Mid-City Industrial Reconstruction Project (2020-00102)

    Authorizing an increase to Contract No. C-44004 with Meyer Contracting, Inc., in the amount of $1,700,000 for a total amount not to exceed $10,648,623.51, due to additional work required to complete the Mid-City Industrial Street Reconstruction Project No. 2292 (CPV124).

  23. 24 Contract with Bolton & Menk, Inc. for engineering and design services for Luella Anderson Residential Neighborhood Reconstruction Project (2020-00103)

    Authorizing a contract with Bolton & Menk, Inc., in the amount of $658,907, for engineering and design services for the Luella Anderson Residential Neighborhood Street Reconstruction Project (PV131).

  24. 25 Gift acceptance from The Globe and Mail for lodging, flight, and food-related expenses for The Globe Drive Mobility Summit (2020-00098)

    Passage of Resolution accepting a donation of travel, lodging, and food-related expenses from The Globe and Mail for Public Works Director Robin Hutcheson to attend The Globe Drive Mobility Summit Feb 10-11, 2020.

  25. 26 Bid for reinforced concrete pipe (2020-00086)

    Accepting the sole bid of Hancock Concrete Products, submitted on Event No. 792, in the amount of $1,000,000, to furnish and deliver reinforced concrete pipe, and authorizing a contract for the project, all in accordance with City specifications.

  26. 27 Bid for reinforced manhole structures (2020-00099)

    Accepting the sole bid of Wieser Concrete Products, Inc., submitted on Event No. 880, in the amount of $300,000, to furnish and deliver reinforced manhole structures, and authorizing a contract for the project, all in accordance with City specifications.
