Public Hearing

  1. 2 Land sale: 2635 Colfax Ave N to Wilson Molina (2019-00696)

    Passage of Resolution approving the sale of the property at 2635 Colfax Ave N, (Disposition Parcel No. MH-146), to Wilson Molina for $55,000, subject to conditions. If Wilson Molina fails to close, approving the sale of the property to Ram Construction & Remodeling for $55,000, subject to conditions.

    Action Taken: Approved
  2. 3 Land sale: 1326 Emerson Ave N to A.Vision LLC (2019-00701)

    Passage of Resolution approving the sale of the property at 1326 Emerson Ave N, (Disposition Parcel No. MH-147), to A.Vision LLC for $20,000, subject to conditions. If A.Vision LLC fails to close, approving the sale of the property to Joseph Jackson and Shannon Sanford for $20,000, subject to conditions.

    Action Taken: Sent forward without recommendation
  3. 4 Land sale: 2822 Emerson Ave N to Kit Praviseth (2019-00698)

    Passage of Resolution approving the sale of the property at 2822 Emerson Ave N, (Disposition Parcel No. MH-148), to Kit Praviseth for $60,000, subject to conditions. If Kit Praviseth fails to close, approving the sale of the property to Tai Hon L.L.C.for $60,000, subject to conditions.

    Action Taken: Approved

4. 5 Grant agreement with American Indian Community Development Corporation for acquisition of 1500 Elliot Ave (2019-00704)

Authorizing a grant agreement with American Indian Community Development Corporation (AICDC) or an affiliated entity in the amount of $50,000, for the acquisition of 1500 Elliot Ave.

Discussion

  1. 6 Home Ownership Works (HOW) program guidelines amendment (2019-00703)

    Approving changes to the Home Ownership Works (HOW) program guidelines to more closely align the HOW program with the goals of similar City programs and the 2040 Comprehensive Plan.

    Action Taken: Approved
  2. 7 Contract with Mid-Minnesota Legal Aid for legal representation to low-income Minneapolis tenants facing eviction (2019-00710)

    1. Authorizing a two-year basic service agreement with Mid-Minnesota Legal Aid in an amount not to exceed $650,000, to provide legal representation to low-income Minneapolis tenants facing eviction, for the duration of Aug. 1, 2019 through July 31, 2021.

    2. Authorizing an extension to the contract for a period of three, one-year terms at a rate not to exceed $325,000 per year, based on approved funding and performance satisfactory to City staff.

    3. Passage of Resolution authorizing the one time transfer of $150,000 from the Community Planning & Economic Development Department's Affordable Housing Division 2019 Budget of Eviction Representation Pilot funding to the City Coordinator Department for the Renters Support program.

    Action Taken: Approved as amended and referred to WM meeting of Jun 18, 2019
  3. 8 4d Affordable Housing Incentive Program: 2018-2019 Program Results (2019-00702)

    Receiving and filing a report on the results of the 4d Affordable Housing Incentive Program, including information about the program's impact in preserving naturally occurring affordable housing (NOAH). 

    Action Taken: Received and filed
