Background Analysis
Each year the City of Minneapolis is required to hold a public hearing on setting fee amounts charged for various services, licenses, and permits on the License Fee Schedule also known as Schedule J. The last increase to Schedule J fees was in 2019 for 2020. All fees increased by 2% with some exceptions for fees held flat due to statutory requirements.
A public hearing is set for September 26, 2023 at the meeting of the Business, Inspection, Housing and Zoning committee of the City Council for changes to the 2024 License Fee Schedule. Notices of the public hearing were sent to all license and permit holders with active email addresses on file, neighborhood organizations, business associations, the City cable channel, and posted on the City's Business Licensing website. Staff is recommending increases, for most departments, to reflect the level of effort and time required for enforcement.
In addition, Finance & Property Services worked with Regulatory Services to perform a fee study to determine whether, and if so by how much, fees charged for Minneapolis Animal Care & Control, commercial and rental inspections are out of line with City expenditures on these regulatory activities. The results of staff analysis show an under-collection of revenues as compared to the cost of regulation.
