Background Analysis
A request for proposals was issued in April 2016 seeking services for enterprise coordination and public safety coordination services for large scale events, including the 2018 Super Bowl and 2019 Final Four. An evaluation panel reviewed the proposals and a short list of qualified consultants was formally interviewed as part of the selection process. Patricia Hellen was selected as a vendor to provide public safety services. Ms. Hellen incurred Super Bowl and Final Four expenses that were incorrectly charged against her contract and should have been charged against the MPD Super Bowl / Final Four budget. The amendement will allow the MPD to correctly pay Ms. Hellen per the terms of the original contract and will correctly recognize the MPD expenses.
