Background Analysis
On April 16, 2021, the City Council approved a resolution supporting grant applications to the Metropolitan Council's LCDA and LCDA TOD pre-development grant programs to undertake pre-development work at 810 Lake St E and 3030 Nicollet Ave. On April 21, 2021, the City applied for a $75,000 LCDA grant for the Chicago-Lake Rebuild project and a $150,000 LCDA TOD grant on behalf of the 3030 Nicollet project. On June 23, 2021, the Metropolitan Council made an award in the requested amount for each project. These grants require a 25% match; Neighborhood Development Center (NDC) and Project for Pride in Living (PPL) will be required to provide the match funds, which can come in the form of in-kind or financial contributions. The City will pass the grant funds through to NDC and PPL. The City does not charge a grant administration fee for pre-development grants administration.
Chicago-Lake Rebuild: The property at 810 Lake St E was significantly damaged during the 2020 civil unrest, and the building was razed. NDC envisions a community-inspired, mixed-use development and will use the grant funds to complete the development of site, public realm, and stormwater management scenarios/alternatives, host design workshops/community engagement activities, and undertake a financial feasibility analysis.
3030 Nicollet: PPL has been selected by Wells Fargo to redevelop the bank’s site at 3030 Nicollet, which was significantly damaged during the 2020 civil unrest. PPL will use the grant funds to host and report on community engagement activities, develop a stormwater management plan, and develop site phasing plans and a public realm framework.
This report accepts the grant awards, appropriates the funds to CPED, and authorizes agreements related to the awards.
