Background Analysis

The existing Municipal Separate Storm Sewer System (MS4) Permit under the EPA Clean Water Act National Pollutant Discharge Elimination system (NPDES) Program was issued by the Minnesota Pollution Control Agency (MPCA) on February 16, 2018 for a five year permit term. An application for permit reissuance is required at least 180 days before expiration. The application must be certified by a principal executive officer or a ranking elected official.
