Background Analysis

The proposed project will reconstruct 1st Ave S between Franklin Ave and Lake St W. The 1st Ave S layout was approved by City Council on November 3, 2022. The scope of work will include full reconstruction of 1st Ave S due to the age and deteriorated condition of the street and will improve pedestrian safety, provide an off-street bicycle facility, and incorporate green stormwater infrastructure improvements.  Additional improvements include replacement of the 1st Ave bridge over the Midtown Greenway and replacing the existing sanitary sewer line.

Schedule and Funding
The project is anticipated to begin in the 2024 construction season. The project cost estimate is $30,500,000

The City's anticipated funding breakdown:

  • $12,822,899 in Transfer from Other Capital Project Funds
  • $1,498,283 in Roadway Special Assessment Bonds
  • $1,113,151 in Cash Transfer
  • $6,065,677 in Municipal State Aid
  • $1,995,295 in Storm Sewer Funds
  • $7,347,918 in Sanitary Sewer Funds

The total funding for the project is $30,843,223.

Street Reconstruction Assessments
As provided in Article IX, Section 9.6(c) of the City Charter, a list of parcels with owner’s names, as nearly as can be readily ascertained, which would be benefited by the assessment for the project, is on file with the City Engineer’s Special Assessment Office. The street construction special assessments would be determined by applying the 2024 Uniform Assessment Rates to the land area of the benefited parcels located within the street influence area along the improved streets.
