The Minneapolis Auto Theft Prevention grant application will permit the contintuation of its long-standding auto theft prevention program that is effective in preventing vehicle thefts and in arresting and prosecution perpetrators.

The City of Minneapolis, and as fiscal agent to other law enforcement agencies for the Minnesota Auto Theft Board.

The Auto Theft Prevention Unit (ATPU), primary function is to coordinate the deployment/pickup of MPD’s bait vehicle fleet, as well as maintaining the fleet.  The bait vehicle deployment locations are based on the week priors MSTAT data for auto thefts. Typically, there is at least one bait vehicle deployed in each of the cities five precincts weekly.  ATPU also conducts all investigations involving bait vehicle thefts and assists with other auto theft investigations as needed.  ATPU also searches for and recovers stolen vehicles in the city based on MSTAT data of recovery hot spots and personal knowledge on recovery areas. The number of car-jackings increased in 2020 and will be a continued focus of the Police Auto Theft Prevention program.

In 2020 there were 3,905 auto thefts in the entire city of Minneapolis, with 364 occurring in the 1st Pct, 605 occurring in the 2nd Pct, 1,386 occurring in the 3rd Pct, 831 occurring in 4th Pct and 714 in the 5th Pct, and 5 undefined.  In 2020 the ATPU recovered 147 stolen vehicles.

In 2020 there were 4203 stolen vehicles recovered in Minneapolis, with 345 recovered in 1st Pct, 496 in the 2nd Pct, 1576 in the 3rd Pct, 1093 in the 4th Pct, 693 in the 5th Pct. In 2019 there were 2224 stolen vehicles recovered. 249 in the 1st Pct, 219 in the 2nd Pct, 784 in the 3rd Pct, 642 in the 4th Pct, and 330 in the 5th Pct.

Auto Theft increased by 35.9% from 20190 to 2020, and the number of vehicles recovered Minneapolis stolens and from other city and state jurisdictions increased by 89% during this period.  Over the two years, the distribution of vehicle thefts by Precinct are: 1st Pct, 10.9%; 2nd Pct, 14.7%; 3rd Pct, 34.8%; 4th Pct, 21.4%; and 5th Pct, 18%.  Recovered vehicles by precinct are:  1st Pct, 9.2%; 2nd Pct, 11.1%; 3rd Pct, 36.7%; 4th Pct, 27%; and 5th Pct, 15.9%.

Ethnicity of Minneapolis auto theft victims and subjects arrested are not readily unavailable, and victim and suspect information is unavilable for vehicles recoverd.

All constituents throughout the city are concerned about auto theft and car-jackings and enforcement efforts will be addressed by temporal geographic trends weekly in each precinct.

Auto Theft enforcement efforts are data-driven based on offense activity and distributed throughout each precinct.
Section 5: Evaluation
Data will continue to be tracked on the location of vehicle thefts and recoveries.
Data will be available to Police Administration and Precinct Inspectors to share with the community through all avenues of community engagement.
