Granting an appeal, subject to conditions, submitted by Nick Elders regarding the decision of the Zoning Board of Adjustment denying a variance (PLAN12144) to reduce the minimum required front yard from 39.2 feet to 20.1 feet to construct a new single-family dwelling for the property located at 4933 32nd Ave S; and adopting Findings of Fact.

Denying an appeal submitted by Jacob Stewart, on behalf of Caring Paws Pet Cremation regarding the decision of the Zoning Board of Adjustment upholding the determination of the Zoning Administrator that pet cremation is substantially similar to a crematory.

Approving a technical amendment to program guidelines for the George Floyd Square/38th & Chicago Ave forgivable loan program.

Approving Year 2022-2023 Housing Tax Credit Program Qualified Allocation Plan (QAP) and Procedural Manual

Approving the Council appointment of Johnathan Ahn, Seat 20, Ward 10, for a two-year term beginning January 1, 2021, and ending December 31, 2022.

Passage of Resolution accepting donations from the Pohlad Family Foundation, the McKnight Foundation, the Minneapolis Foundation, and the Joyce Foundation to be directed to Leadership for a Networked World, for funding pro bono work to the City of Minneapolis for transforming public safety. 

Approving the settlement of the lawsuit brought by Progressive Direct Insurance Company against the City of Minneapolis, et al., Court File No. 20-CO-20-5674 by payment of $1,598.07 to Progressive Direct Insurance Company and its attorneys, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the settlement of the lawsuit by Brian Oman v. City of Minneapolis (Hennepin County District Court, unfiled, no court file number assigned) by payment of $6,750 to Mr. Oman and his attorneys, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Authorizing an increase to Contract No. COM0001347 with Grazzini Brothers and Company, in the amount of $7,519 for a total amount not to exceed $682,977, for increased terrazzo flooring work for the Public Service Building Project.

Authorizing an increase to Contract ­­­­­No. COM0001350 with Margolis Company, in the amount of $2,989 for a total amount not to exceed $497,521, for increased landscaping work for the Public Service Building Project.  

Authorizing an increase to Contract No. COM0001531 with Distinctive Cabinet Design, Inc., in the amount of $9,388 for a total amount not to exceed $1,204,326, for an increase in scope of work for casework and millwork (tax exempt) material supply for the Public Service Building Project.

Authorizing an increase to Contract No. C-43247 with MA Mortenson, in the amount of $789,666.00 for a total amount not to exceed $19,704,930, for reimbursement of costs associated with increased scopes of ancillary work,  and an extended project schedule for the Public Service Building Project.

Passage of Resolution establishing the Northern Metals Settlement Advisory Board to advise the Mayor and City Council on the use of settlement funds dedicated to community asthma and lead reduction.

Authorizing contract with the League of Minnesota Cities Insurance Trust (LMCIT), in the amount of $60,000 for access to the PATROL (Peace Officer Accredited Training Online) accredited training for MPD officers, through December 31, 2021.

Authorizing the submittal of a  grant application to the Centers for Disease Control, in the amount of $4,000,000, to address COVID-19 health disparities among high-risk and underserved populations, including racial and ethnic minority populations, for a two year period, beginning June 1, 2021.

Authorizing a Joint Powers Agreement with the City of Edina for the asphalt paving and striping of 54th St W from France Ave S to Zenith Ave S.

Passage of Resolution authorizing the Biennial Routine Maintenance Agreement between the State of Minnesota Department of Transportation and the City of Minneapolis, effective July 1, 2021, through June 30, 2023.

Passage of Resolution authorizing acceptance of a grant from the State of Minnesota through the Department of Transportation, in the amount of $300,000, for the Safe Routes to School Project near Whittier International Elementary School at the intersections of 26th St W and Grand Ave; 27th St W and Blaisdell Ave; and 28th St W and Pleasant Ave; and authorizing an agreement with the Minnesota Department of Transportation for the grant.

Authorizing the submittal of a grant application to the National Association of City Transportation Officials (NACTO), in the amount of $50,000, for a Pandemic Response and Recovery Grant to support the 18th Ave S and Little Earth Transportation Study.

Authorizing the submission of a series of grant applications for federal transportation funds through the Minnesota Department of Transportation’s 2021 Local Partnership Program.

Approving application of Jacari Harris of The George Floyd Memorial Foundation, Inc. for a large block event permit to allow the celebration of life and remembrance for George Floyd to be held Tuesday, May 25, 2021, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Accepting the sole bid of RDO Equipment Company, submitted on Event No. 1444, in an estimated annual amount of $160,000, to furnish and deliver all labor, materials, and incidentals for the rental of motor grader units to the City of Minneapolis Public Works Fleet Services Division, with an option to extend for two additional 12-month periods, all in accordance with City specifications.

Accepting the low bid of Granite Inliner LLC, submitted on Event No. 1446, in the amount of $773,371, to provide all materials, labor, equipment, and incidentals necessary for the 2021 Large Diameter Cured-in-Place Pipe Project, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Vortech Hydro Vac Incorporated, submitted on Event No. 1447, in the amount of $185,485.80, to provide all materials, labor, equipment, and incidentals necessary for the 2021 Sanitary Sewer Televising Project, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Michels Corporation, submitted on Event No. 1467, in the amount of $2,319,500, to provide all materials, labor, equipment, and incidentals necessary for the Cleaning and Lining of Water Mains Project, and authorizing a contract for the project, all in accordance with City specifications.
