    3. Authorizing an amendment to the temporary construction and drainage agreement with Ecumen Minneapolis Snelling Yards LLLP.

  9. Affordable Housing Trust Fund (AHTF) Loan for the ZOOM House Affordable Housing Project (2023-00965)

    Consenting to the Assignment and Assumption of an Affordable Housing Trust Fund loan in the amount of $255,502 from Zion Originated Outreach Ministry (ZOOM) to Global HealthLink or an affiliated entity.

  10. ASPCA Northern Tier Initiative grant for part-time animal foster coordinator position (2023-00964)

    1. Accepting a grant from the ASPCA, in the amount of $75,000, to hire a part-time animal foster care coordinator to manage and grow the community-centric animal foster program at Animal Care and Control.

    Passage of Resolution amending the 2023 General Appropriation Resolution by transferring a portion of the temporary American Rescue Plan Act funding for encampment response from the Regulatory Services Department to the Department of Health for syringe programming.

  4. Gift acceptance from Bloomberg Philanthropies of travel expenses including flights, hotel, and meals (2023-00977)

    1. Passage of Resolution accepting a gift of travel expenses including flights, hotel, and meals from Bloomberg Philanthropies for Kim Havey, Director of Sustainability, to attend the Bloomberg CityLab 2023 in Washington D.C.

  6. Property Services Preservation Projects fund appropriation (2023-00982)

    Passage of Resolution amending the 2023 General Appropriation Resolution by appropriating $7,836,946.76 from the unappropriated cash balance of the Property Services Preservation Projects fund to the Finance & Property Services Department.

  7. Contracts with various service providers for community violence intervention services (2023-00980)

    1. Authorizing a contract with Somali Community Resettlement, in the amount of $100,000, for a one-year term, Oct 30, 2023, through Oct 29, 2024, with the option to extend for an additional one-year term, for community violence intervention services.

    2. Authorizing a contract with SALEM Inc, in the amount of $200,000, for a one-year term, Oct 30, 2023, through Oct 29, 2024, with the option to extend for an additional one-year term, for community violence intervention services.

    3. Authorizing a contract with Change Equal Opportunity, in the amount of $200,000, for a one-year term, Oct 30, 2023, through Oct 29, 2024, with the option to extend for an additional one-year term, for community violence intervention services.

  8. Contracts for the operation and maintenance of Peavey Plaza (2023-00983)

    1. Authorizing the termination of contract COM0000683 with Green Minneapolis, as of Dec 31, 2023, for the operation, maintenance, and programing of Peavey Plaza.

    2. Authorizing a contract with the Downtown Improvement District, in the amount of $2,123,655, for a five-year period through Dec 31, 2028, for the operation, maintenance, and programming of Peavey Plaza.

    3. Approving the 2024-2028 fee schedule and guidelines for the use of Peavey Plaza.

  9. Contract amendment with Research Foundation of the City University of New York for strategic advising with Group Violence Intervention (2023-00978)

    Authorizing an increase to contract COM0005384 with Research Foundation of the City University of New York on behalf of the John Jay College of Criminal Justice, in the amount of $450,000 for a total amount not to exceed $825,000, and an extension of the contract term through Dec 31, 2025, for ongoing strategic advising with the specific aims of supporting the core Group Violence Intervention (GVI) implementation team.

  10. Contract amendment with Verint Americas, Inc. for the 311 Lagan system (2023-00979)

    Authorizing an increase to Contract C-37587 with Verint Americas, Inc. in the amount of $767,873.17 for a new total amount not to exceed $4,634,233.17, and a two-year extension through Nov 30, 2026, to provide hosting, support and maintenance services for the 311 Lagan system.

  11. Legal settlement: LaShawn Harris v. City of Minneapolis (2023-00971)

    Approving the settlement of the lawsuit Charles Orange v. City of Minneapolis by payment of $18,000 to LaShawn Harris and attorneys, Fishman, Carp, Bescheinen & Van Berkom, Ltd., and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement. 

Public Health & Safety Committee

  1. Contract amendment for service between Special School District No. 1 and the Health Department for mental health services (2023-00967)

    1. Authorizing an increase to contract COM4398 with Special School District No. 1, in the amount of $3,000, for a new total amount not to exceed $93,000, to provide mental health services to Henry, South, Southwest, and Washburn High Schools through Jun 30, 2024.

    2. Passage of Resolution approving appropriation of funds to the Health Department.

  2. Targeted violence and terrorism prevention grant (2023-00914)

    1. Considering a grant from the U.S. Department of Homeland Security, in the amount of $297,147, for a two year period to implement prevention strategies for countering violent extremism using public health methods.

    Passage of Resolution approving the 2024 operating plans, special services, cost estimates, service charges, and the lists of 2024 service charges for the 48th & Chicago, Central Avenue, Dinkytown, Eat Street, Linden Hills, Lowry Hill, Stadium Village, and Uptown Special Service Districts (Non-428A Districts) and authorizing the Department of Public Works to proceed with the work.

  4. Gas franchise fee ordinance (2023-00717)

    Passage of Ordinance amending Appendix C-2 of the Minneapolis Code of Ordinances relating to CenterPoint Energy Minnesota Gas, Gas Franchise Fee, increasing the percentage rates of the franchise fees across all classes of customers.

  5. Electric franchise fee ordinance (2023-00718)

    Passage of Ordinance amending Appendix D-2 of the Minneapolis Code of Ordinances relating to The Northern States Power, d/b/a Xcel Energy, Electric Franchise Fee, increasing the percentage rates of the franchise fees across all classes of customers.

  6. Agreement with MnDOT and Hennepin County for Hennepin Ave and 1st Ave NE proposed multimodal improvements (2023-00955)

    Passage of Resolution authorizing an agreement with the Minnesota Department of Transportation (MnDOT) for City-provided signal system work related to the Hennepin Ave and 1st Ave NE multimodal improvements project.

  7. Cooperative agreement with Hennepin County for Lowry Ave NE (Washington St NE to Johnson St NE) Street Reconstruction Project Phase 1 (2023-00956)

    Authorizing Cooperative Agreement No. PW 19-20-23 with Hennepin County for Phase 1 of the reconstruction of County State Aid Highway (CSAH) 153 (Lowry Ave NE) from Washington St NE to Johnson St NE.

  8. Upper Harbor Terminal: Construction and maintenance of W River Rd N (2023-00968)

    1. Authorizing a Memorandum of Understanding between the City and the City of Minneapolis acting by and through its Park and Recreation Board (MPRB) for construction, operation. and maintenance of a new parkway on the Upper Harbor site.

    2. Passage of Resolution designating as “Parkway” that part of W River Rd N described in the plat of the Upper Harbor Redevelopment approved by the Minneapolis Planning Commission on October 17, 2022, and transferring jurisdiction of said Parkway to the MPRB.

    3. Authorizing a temporary public right-of-way easement for a cul-de-sac turnaround at the southern end of the first phase construction of the Permanent Parkway until such time as the Permanent Parkway is completed.

  9. Purchase of Nice Ride brand and trademark from Nice Ride Minnesota (2023-00957)

    Authorizing the purchase of the Nice Ride brand and trademark from Nice Ride Minnesota for $250.

    Rainville gives notice of intent to introduce at the next regular meeting of the City Council an ordinance amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations, adding a new Chapter 354 entitled "Window Cleaning" establishing provisions related to licensing, business regulations, worker training requirements, and safety.

  2. Body art ordinance (2023-00992)

    Johnson and Goodman give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 13, Chapter 339 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Body Art Code, amending provisions to more closely align with the State Body Art Code and to allow for more temporary tattooing or piercing events in a calendar year.

  4. Rental dwelling pre-leasing ordinance (2023-01005)

    Wonsley gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending provisions relating to pre-leasing of dwelling units in new rental construction.

  5. High risk sexual conduct ordinance (2023-00991)

    Jenkins and Payne give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 11, Chapter 219 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Contagious Diseases, amending Article V, High Risk Sexual Conduct to update language to reflect advances in preventative care and studies on community outreach, and to remove stigmatizing language that targets same-sex partnerships and people living with HIV/AIDS.

  6. Stormwater ordinance (2023-01036)

    Koski gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 19, Chapter 510 of the Minneapolis Code of Ordinances relating to Water, Stormwater and Sanitary Sewer: Stormwater Management System and Operation of a Stormwater Utility, amending provisions related to operations with regard to coordination with the Park and Recreation Board.
