Accepting the low bid of New Look Contracting, Inc., submitted on Event 3243, in the annual amount of $3,788,000, to provide all materials, labor, equipment and incidentals necessary for the Hauling and Disposal of Waste Material, and authorizing a contract for on-call service for Public Works for a one (1) year term with the option for a one (1) year extension, all in accordance with City specifications.

Accepting the sole bid of ABM Equipment, LLC, submitted on Event 3186, in the annual amount not to exceed $200,000, to provide all materials, labor, equipment and incidentals necessary for Hydraulic Packer and Tipper parts and service, and authorizing a one (1) year contract with the option to extend for up to two (2) 12-month terms, all in accordance with City specifications.

Accepting the second low bid of Right Away Construction Corporation, submitted on Event 3021, in the annual amount not to exceed $125,000, to provide all materials, labor, equipment and incidentals necessary for the Non-Emergency Boarding and Securing Services, and authorizing a one (1) year contract, with the option to extend for two (2) additional one (1) year terms, all in accordance with City specifications.

Accepting the low bid of Right Away Construction Corporation, submitted on Event 3022, in the annual amount not to exceed $235,000, to provide all materials, labor, equipment and incidentals necessary for the Emergency Boarding and Securing Services, and authorizing a one (1) year contract, with the option to extend for two (2) additional one (1) year terms, all in accordance with City specifications.

 Authorizing an increase to Contract No. COM0006594 with Affinitech, Inc., in the amount of $39,135 for a total amount not to exceed $935,819, for additional materials, labor, and equipment necessary to complete the Convention Center Video Surveillance Upgrade project, all in accordance with City specifications.

Authorizing an increase to Contract C-44490 with CoStar Realty Information, Inc., in the amount of $7,957.53 for a new total amount not to exceed $158,007.61, for access to its real estate information database.

Authorizing an increase to Contract C-44283 with Clearwater Analytics, LLC by the amount of $65,000 for a total amount not to exceed $230,000, and a one (1) year extension through Oct 31, 2025, with the option to extend the contract for one (1) additional year, for fixed income analytics, investment accounting, performance calculation and investment aggregation services for the Finance and Property Services Department.

Authorizing an increase to Contract COM0003972 with Egan Company, in the amount of $849,821.12 for a total amount not to exceed $12,516,258.12, and an extension of the contract term through Dec 31, 2024, for additional materials, labor, and equipment necessary to complete the Fridley Campus Electrical Rehabilitation Construction project, all in accordance with City specifications.

Authorizing an increase to Contract COM0003748 with Metro Youth Diversion Center, in the amount of $200,000 for a total amount not to exceed $2,597,177, through Mar 31, 2025, for violence interruption and outreach services under the MinneapolUS Strategic Outreach Initiative.

Authorizing a contract with Wold Architects & Engineers, in an amount not to exceed $998,000, for Architectural and Engineering design services for the South Minneapolis Community Safety Center.

Passage of Resolution accepting a donation of registration, travel, and lodging expenses from Generation Housing for Council Member Jeremiah Ellison to attend the 2024 North Bay Housing Solution Summit in Petaluma, CA, in October 2024.

Considering a resolution amending the 2024 General Appropriation Resolution by designating funds within the Health Department's budget to establish a pollution control annual registration program for carbon dioxide equivalents (CO2e).

Denying an appeal submitted by John Goetz regarding the following decisions of the City Planning Commission (PLAN18349) for the property located at 5005 Lyndale Ave S:

1. Approving a variance for a reverse corner front yard requirements along 50th St W from 31 feet to 15 feet to allow the building wall.
2. Approving the site plan review application for a new, four-story residential building with 20 units.

Passage of Resolution amending Resolution 2022R-148 entitled "Authorizing sale of land Disposition Parcel MH-315 under the Minneapolis Homes Program at 1029 22nd Ave N," passed May 26, 2022, by updating the legal description in the body of the resolution.

Approving a "no cost" land swap between the City of Minneapolis and Hennepin County Regional Railroad Authority (HCRRA) of land along the southern edge of the Midtown Greenway on 10 and 30 W Lake St.

Passage of Resolution approving an amendment to the City's comprehensive plan to amend the future land use guidance from Urban Neighborhood to Neighborhood Mixed Use for the properties located at 1626 and 1628 Washington St NE.

Denying an appeal submitted by Jacob Saufley, on behalf of Sentinel Management and YellowTree Corporation, regarding the decision of the City Planning Commission to approve a conditional use permit (PLAN18054) to allow an emergency shelter for 64 people in the existing building at 1801 Nicollet Ave, subject to conditions.

Passage of Resolution adopting the assessments, levying the assessments, and adopting the assessment roll for the 2025 Street Light Operations Fee Assessment Project 1337L.
